The National Board for Technical Education (NBTE) has issued a stern warning to all professional and examination bodies in Nigeria to immediately desist from the illegal conduct and award of National Diploma (ND) and Higher National Diploma (HND) certificates.
The caution was contained in a statement released on Thursday in Kaduna by the NBTE’s Executive Secretary, Prof. Idris Bugaje, through the board’s Head of Media and Publicity, Mrs. Fatima Abubakar.
According to the statement, Prof. Bugaje expressed concern over the increasing activities of certain organisations purporting to design, conduct, and issue ND and HND certificates across various disciplines — an act he described as “illegal, misleading, and a clear violation of the NBTE’s enabling laws.”
“The NBTE is the only body legally empowered under the Federal Government Decree No. 9 of 1977, as amended by Act 16 of 1985, to approve, accredit, and regulate all programmes leading to the award of ND and HND certificates in Nigeria,” the statement emphasized.
Only Accredited Institutions Can Award Diplomas
The board clarified that only accredited Technical and Vocational Education and Training (TVET) institutions — including polytechnics, colleges of nursing sciences, colleges of health, colleges of agriculture, and other government-recognised specialised schools — are authorised to offer ND and HND programmes.
The NBTE stressed that any professional or examination body involved in awarding such certificates without accreditation is operating outside the law and will face appropriate regulatory and legal sanctions.
“We will not hesitate to take decisive action against any organisation or group found engaging in these illegal practices,” the board warned.
NBTE Reaffirms Crackdown on Fake Polytechnics
The NBTE urged stakeholders, employers, and the general public to verify the accreditation status of any institution before enrolling for ND or HND programmes.
It further called for strict compliance with established regulations governing technical education in Nigeria.
The board reiterated its commitment to preserving the integrity of the nation’s technical education system, vowing to sustain its ongoing crackdown on “mushroom entities” falsely parading themselves as polytechnics.
In September, NBTE had reaffirmed its determination to clamp down on unapproved institutions undermining the Federal Government’s efforts to deliver quality and credible technical education across the country.
